Where retrofits or renovation work is undertaken, work and components would be required to be result in the unit meeting Provincial energy efficiency standards, based on the age of the building. However, repairs will not be required to result in a specific overall energy rating.

The New Construction Initiative will be delivered like the existing On-Reserve Non-Profit Housing Program but with specific program adjustments. These adjustments are consistent with the requirements established under Canada’s Economic Action Plan to help accelerate the commitment and construction process, as well as to include energy efficiency standards and project visibility requirements.

Regional Committees will also consider the overall distribution of funds across First Nations and apply, if so desired, any existing regional criteria by which allocations are normally awarded (e.g. distribution based on population) and then recommend to CMHC proposals to be accepted.
A First Nation must be confirmed by Indian and Northern Affairs Canada (INAC) to be eligible for a Ministerial Loan Guarantee (MLG) in order for a commitment to be made.
CMHC reviews the submitted proposals for completeness and eligibility. Where an application is found to be incomplete, CMHC will advise the First Nation as to where the deficiencies are and will encourage them to resubmit complete applications by the established deadline. Upon successful review by CMHC, CMHC will issue a final commitment letter and work on the project must proceed within 3 months of this letter.

Assistance is a forgivable loan of up to $3,500. The loan does not have to be repaid as long as the homeowner agrees to continue to occupy the unit for the loan forgiveness period, which is six months. If the adaptation work is being done on a rental unit, the landlord must agree that rents will not increase as a result.
The adaptations should be minor items that meet the needs of seniors with an age-related disability. They could be: handrails, easy-to-reach work and storage areas in the kitchen, lever handles on doors, walk-in showers with grab bars, bathtub grab bars and seats.
All adaptations should be permanent and fixed to the dwelling.IMPORTANT: Work carried out before the loan is approved in writing is not eligible for funding under this program.

In some areas of Canada, funding for these or similar programs is provided jointly by the Government of Canada, and the provincial or territorial government. In these areas, the provincial or territorial housing agency may be responsible for delivery of the programs. Program variations may also exist in these areas.
The Province provides capital funding for the construction of the homes. As housing sites for this initiative must be provincially or municipally-owned, local governments are being asked to consider offering municipally-owned sites for development. BC Housing is also identifying potential properties held by its land holding company, the Provincial Rental Housing Corporation , for the purposes of this initiative.
The coordination the construction of all developments funded through this initiative will be carried out by BC Housing in consultation with partners. The developments will be managed by a local non-profit housing provider. Non-profit operators will be responsible for the day-to-day operations, maintenance and management of the housing. Operating subsidies, if required, will be provided by BC Housing.
All new buildings will be required to meet or exceed energy efficiency requirements, such as the energy performance standard of EnerGuide 80, the use of Energy Star rated products, and an overall reduction in Greenhouse Gas (GHG) Emissions as per the requirements of Bill 44, Greenhouse Gas Reduction Targets Act.
A Request for Expression of Interest (REOI) will be issued by BC Housing for housing sites where non-profit housing providers have yet to be identified.
The program is an extension of the Affordable Housing Initative (AHI) and is running only 2009-2010.

The Energy Conservation Assistance Program (ECAP) will provide qualified low-income BC Hydro residential account holders with a home energy evaluation, the installation of energy saving products, and personalized energy efficiency advice. All of this is free of change to the participant.
Every home is different. Your home evaluator will determine which energy efficiency upgrades your home is eligible for. The installation of some products may require multiple visits.
To qualify for this program you must be a BC Hydro residential customer with moderate to high electricity consumption (more than 8,000 kWh/yr - approximately an electricity bill exceeding $500 per year) living in the Lower Mainland, on Vancouver Island, or the Southern Interior.
Applicants must provide proof of income for every member of the household 18 years or older by providing a Notice of Assessment from the Canada Revenue Agency. Your combined household income must be below the Low-Income Cut-Off (LICO) as published by Statistics Canada. Low-income cutoffs vary by where you live (population) and by the number of people in your household.
